Toronto City Manager, Peter Wallace, and these two Municipal Licensing Standards officials, Tracy Cook and Mark Sraga, tries to show how much they are in control, but what they are really about is corruption. Tracy Cook, a former Toronto cop and now a city bureaucrat, has taken her personal corruption, while being a police officer, to the corridors of Toronto City Hall. If the public was willing to give her the benefit of the doubt, and was also willing to give her the opportunity, to prove herself in her new position, then she has failed the public miserably. She is still a corrupt cop at heart and that still shows in her current role, in carrying out the enforcement of the Municipal Code, in regards to her current job. She and other MLS officers beneath her, such as mark Straga, can dole out favors to underserving customers, while at the same time, going after other members of the public, in adherence to the Municipal Code's violations. As for the Toronto City Manager, Peter Wallace, he is also more than willing to turn a blind eye and let those below him who operate those city divisions, runs amok, and to do nothing about it, as part of his job as the city manager. Many of the views and actions of those who runs city hall, are racist and either excludes, or targets select members of this city, for differential treatment. it is not all the same for everyone, when it comes to the services that they are suppose to provide. It is as if treating people differently, is also common place with them. And they also expect the public to accept their corrupt ways, and to keep them operating in their current positions. Corruption is how the City of Toronto operates, so they are sort of right, in not to be concerned too much, about any accountability on their part.
