FACING PERSECUTION AND HUMAN RIGHTS ABUSE IN CANADA.


THE ACTIONS OF THE CANADIAN GOVERNMENT, TO FORCE AND TO KEEP ME HOMELESS.

THIS IS PART OF THE CANADIAN GOVERNMENT'S AGENDA TO DESTABILIZED ME.  WITH MY EDUCATIONAL BACKGROUND AND TALENT, THIS SHOULD ALSO NOT BE HAPPENING TO ME. BUT I AM ALSO A TARGETED INDIVIDUAL AND THIS IS WHAT THAT KIND OF LIFE IS ALL ABOUT.

I HAVE RECEIVED, ZERO DOLLARS, OF THE HOUSING STABILIZATION FUND, THOUGH I ALSO QUALIFY FOR IT.  HAVING BEEN MADE HOMELESS AND LIVING IN A SHELTER FOR THE LAST FEW WEEKS, AS WELL AS COMING FROM A VIOLENT SITUATION.  MY REQUEST FOR THE LAST MONTH'S RENT WAS DENIED, AS WERE MY OTHER REQUESTS, UNDER THE OTHER HALF OF PROGRAM, FOR FURNITURE/ OR HOUSEHOLD ITEMS. 
First they orchestrated the move to cause me to be evicted, ILLEGALLY.  Whereby, I had to stay in a shelter. Once there you’re entitled to the Housing Stabilization  Fund, also formerly called the Community Start Up Program, which was discontinued in 2013, by the Ontario government, to prevent you from becoming further homeless. The fund from the government of Ontario, regarding its Ontario Works Program, is divided into two parts.  With the first part of $800.00 going towards the last month's rent, moving costs, or arrears and the other $800.00, towards furniture/ or household furnishings. I was denied access to both, though I am also coming directly from a shelter, having lost my home three weeks ago and has been living in a shelter since. I also qualify for the fund, because my situation also included violence, against me. Where it was not safe to remain where I was living at the time. 

Those who wanted to see me homeless, however, did not see it that way. Since last week when I contacted a welfare worker, while at the shelter and she told me to prepare a list of the things that I would need from the Housing Stabilization Fund and to bring that document to the office, which I also did. I also managed to find a cheap enough place to rent for $450.00 and brought that information to them, last week as well. Immediately, they began to find reasons to delay processing the information, so that I would lose the rental, which was for October 15th. Including, not even contacting the landlord for days, to verify the rental information. And then requesting more documents from the landlord. As for the Housing Stabilization Fund, I was told that it would not be processed so quickly and that it could take "weeks", if I do get it at all. I said that they should focus on the last month's rent then, from the fund and even that was also denied to me, eventually.
The supervisor at the local welfare office, Marcella Falconi, also lied about the amount that she claim, that she will issue.  As well, she also lied and said that she  had issued it on Oct 14th. 
Since the rental that I had secured was for October 15th, the money was also needed for that. She had all of the necessary documents from the prospective landlord about the rental, Including the amount of the rent, for $450.00 and that she also required first and last month's rent.  As of October 17th, she has told the Bank Manager at my bank, (who had called her on my behalf, because Marcella Falconi had said that the funds were deposited to my bank, by direct deposit, on October 14th, but it was not in the account, as of October 17th) that she would release the funds by Oct 17th and that it would be available up to 48 hours later. No funds were released on October 17th to the bank. This move was also  intended for me to lose the new rental accommodation, which was for October 15th.  As well, it also require the last month's rent of $450.00 which she also denied to me. She issued, instead, just the regular benefit of $376.00 for rent, for the month of October, which is what everyone gets, from Ontario Works monthly,  though that fund has not yet been released to my bank. And though it is also logged in their system that it was released on October 14th, last Friday. This is intended to cover up the delay, for when they do decide to issue it and to make it look like it was already issued on their end sooner than it actually was. What this means is that the local welfare office is deliberately withholding necessary funds and then log it in their computer system that the fund was released earlier than they did.
The first outright lie, was told to me by Marcella Falconi on October 17th, when I visited her at the office. She told me then that the regular rent of $376.00, was issued on October 14th, last Friday. It was not.  After checking with my bank, today, she then told the bank Manager, Aaron Louis, that she was going to release the fund, today, on October 17th, but that I may not receive it for the next 48 hours. This is a part of the regular benefit of $376.00  that is also normally issued for rent and not the last month's rent, under the Housing Stabilization Fund, to which I was also entitled, after being rendered homeless and living in a shelter. That would also make me, automatically, qualify under the provisions, for receiving the fund. I was denied it, and received $0. from the Housing Stabilization Fund.  Someone wanted me to remain homeless, by denying me access to the fund, which was set up, specifically, for that purpose. 
 Marcella Falconi, as a Supervisor at the Ontario Works office,  also completely denied me access to the $1600 of the Housing Stabilization Fund, which as stated earlier, is divided into two parts. I applied for the rental part of the fund, which would go towards the last month's rent and this was denied to me. I also applied to the other part of the fund, which would go towards furniture/ or household furnishings. I did not received a penny from that either. (See below, a copy of the actual requirements, for obtaining the benefits, from the Housing Stabilization Fund). I also qualify under the violence section and not just from being in a shelter.  Falconi claimed that she has denied me the last month's rent under the HSF fund, for the reason, that, my landlord is only leasing the place and is not the property owner. Marcella Falconi, "Your landlord already paid the last month's rent when she moved into the place, so why should I give you last months rent now for that?". The last month's rent is required by most landlords and is even required by law, where it is also kept as a deposit for the tenant and earns interests, while the tenancy is still in effect. Marcella Falconi, as a Supervisor at the welfare office, already knows this information, but chose to still deny me the last month's rent, in order for me to lose the new accommodation. As for my other requests under the Housing Stabilization Fund, her response was a flat "No".  
Marcella Falconi, Ted Lis and the others, already knows that the Fund, is to prevent homelessness. And to deny me ALL OF THE BENEFITS UNDER THE HOUSING STABILIZATION FUND, was also deliberately intended to cause me harm, by refusing me the aid and thereby to cause me to continue to be homeless. They were part of the bigger conspiracy, to carry this out against me. On the contrary, and also ironically, Marcella Falconi, in her current position as a Supervisor, also makes $101,000.00 per year. Yet she could see to it, that she also denied the poor access to the fund, that was set up, specifically, to get them off the street and into a home, thus preventing homelessness. Falconi lives in a nice house, no doubt, yet she also did her best to prevent someone from even getting a room, to live in, by denying them the money to do so, as part of her job. This is the kind of corrupt individual, that is operating our public policy, while at the same time acting racist and discriminatory and has no problem with denying certain individuals, like me, access to the same equal treatments, as others are also entitled to.  Clearly, there are grounds to proceed against Ted Lis and Marcella Falconi, legally. Including, under the Human Rights Code, against me. As well as for generally discriminating against me, in regards to their services. 
    Falconi's salary is $102,384.00 yearly.
